This document explains how the Ministry of Marine Affairs and Fisheries of the Republic of Indonesia (hereinafter "we", "us", or the "data controller"), through the unit that administers the application related to fisheries vessel licensing and recording, collects, uses, stores, protects, and shares your personal data when you use the PIPP Mobile mobile application (the "App"). This policy is intended to align with applicable Indonesian personal data protection requirements and distributor platform user data rules (including Google Play).

1. Scope and consent

This Privacy Policy applies to your use of the App on your device. By installing, opening, registering for, or continuing to use the App, you represent that you have read and understood this Privacy Policy and, where required by law, you give your consent, except where separate consent is required and will be requested through the App or our official channels.

3. Personal data we may collect

Depending on the features you use, we may process the following categories of data:

  • Account and authentication data: user identifier (User ID), password in encrypted or hashed form, session tokens, and data needed for account recovery or verification.
  • Profile and organisation data: name of an individual or business entity, email address, phone number, identity or registration numbers required for licensing, and other contact information you provide when registering or completing forms.
  • Vessel operations and fisheries production data: including vessel identity, ports, catch or production figures, supporting documents, file uploads (photos, PDF, or other supported formats), and form entries you submit through the App.
  • Device technical data and logs: including device type, operating system, App version, Internet Protocol (IP) address or network identifiers, timestamps, and technical records needed for security, diagnostics, and service maintenance.
  • Location data (if a feature requests location permission): approximate or precise location only if you grant permission through the device operating system and the feature is used for the service purposes explained at the time permission is requested.

We do not use your personal data for personalised cross-app advertising by third parties. If we begin collecting additional data beyond what is listed here in the future, we will update this Privacy Policy and/or provide notice as required by applicable rules.

4. Purposes of processing

Personal data is processed for lawful, specific purposes, including but not limited to:

  • Providing, operating, and securing the App and user accounts;
  • Processing registration, authentication, role authorisation, and access rights under licensing rules;
  • Facilitating data entry, document uploads, and PIPP administrative workflows;
  • Complying with legal obligations, audits, and lawful requests from competent authorities;
  • Preventing fraud, misuse, security incidents, and breaches of terms of use;
  • Conducting system maintenance, service quality improvements, and reasonable technical support.

5. Legal bases

Processing relies on bases relevant under Indonesian law, including performance of a contract or pre-contract steps for services you request, compliance with legal obligations, our legitimate interests in operating public services in the marine and fisheries sector, and your consent where required.

6. Sharing with third parties

We may share data with third parties only as needed for the purposes in Section 4, including:

  • Technical units or related agencies within the Ministry of Marine Affairs and Fisheries that are authorised to access data under their statutory duties;
  • Infrastructure providers (for example hosting, network, or security services) acting as processors under contract and our instructions;
  • Public authorities when required by legislation or a final court decision.

We do not sell your personal data to third parties. Each third-party processor must maintain confidentiality and security of data in line with standards we set.

7. Storage, location, and retention

Data is stored in information system environments operated or designated by the Ministry of Marine Affairs and Fisheries, primarily located in Indonesia unless technical migration occurs that still complies with applicable law. Retention follows operational needs, licensing documentation duties, and retention limits set by legislation. After that period, data will be deleted, anonymised, or kept in a limited manner in line with state archives rules.

8. Data security

We apply reasonable organisational and technical security controls, including access restrictions, encryption on communication channels as supported by the system, credential management, security monitoring, and incident response procedures. No electronic transmission or storage method is completely risk-free; we encourage you to keep your password confidential and promptly report suspected account misuse to us.

9. Your rights as a data subject

Under applicable personal data protection rules, you may submit requests regarding access, correction, erasure, restriction of processing, or objection within the legal framework governing public services and archives. For services tied to mandatory retention of licensing documents, some erasure requests may not be fully fulfilled until the retention period ends.

10. Children and minors

The App is intended for fisheries businesses, vessel owners, or authorised staff in the licensing process. We do not knowingly collect children's data without parental or guardian authority as required by law. If you believe a child's data was submitted without a proper basis, please contact us using the details below.

11. Changes to this privacy policy

We may update this Privacy Policy to reflect changes to the service, law, or security practices. The latest version will be published at the same URL with an updated effective date. Continued use of the App after changes take effect constitutes reasonable acceptance where permitted by law; for material changes that require consent, we will provide notice in line with applicable requirements.

For questions, requests to exercise data subject rights, or reports about personal data processing in the PIPP Mobile App, you may contact us through:

  • Official institutional email: through a contact address on the official kkp.go.id domain published on the Ministry of Marine Affairs and Fisheries website for licensing or public complaints.
  • Written correspondence: to the official mailing address of the Ministry of Marine Affairs and Fisheries of the Republic of Indonesia as published on the ministry's official website.

Please include your account identifier (do not send passwords), a summary of your request, and relevant supporting evidence so we can respond efficiently.

13. Relationship to other documents

Use of the App may also be governed by separate Terms and Conditions of Use. If there is any conflict between documents regarding personal data privacy, the provisions of this Privacy Policy on processing of personal data prevail except where mandatory law provides otherwise.
